IEP goals

I used the Iowa Alignment of Early Childhood Outcomes for my son.  http://www.aea1.k12.ia.us/eaccess/alignment.pdf  It has expectations of preschool children including infants and what is developmentally expected from 0-5yrs.  There are two sections per category.   I printed it out and basically highlighted areas he couldn't do.  We were immediately denied services like an aide because he "looked" pretty good but I was able to point out where he was not able to perform and he got one right away.  It was a good starting framework.

After determining where his weaknesses were, then I'd match up IEP goals and consider what supports and how intense they would need to be.   But, was more prepared and less likely to get sidetracked.

I have been researching the IEP goals for my four year old son the past few days like bridges4kids(Hats off to you! Norway Mom, our resource guru) etc but how can we know which goal is age appropriate and according to his developmental level.  Any ideas how to go about it??
