Even if you are not in CA you can see what other states make available. The law No Child Left Behind covers this. Go to www.wrightslaw.com and search "highly qualified teacher" and you should be able to get instructions on what you can an cannot ask for.

I have another question, How much time needs to be invested daily or weekly to research, gather information, and get the best agrument to get my son in the beneficial placement? Keep in mind, I am a single mom of two very young children and I am taking care of all daily aspects (food shopping, apptments, therapies,ect)
please, any suggestions on the time other families invest on a weekly, or daily? the other parent choses not to be on this team.
