Question about CT services | Autism PDD

I have a friend whose 2yo is in the process of being qualified for services in Fairfield County, CT. He has a significant expressive speech delay.  I've also been concerned about his cognitive and receptive speech development, but honestly I haven't spent enough time with the child to know for sure.

It looks like he is being approved for Speech Therapy and an Educator.  Does having an Educator mean that they are also concerned about an ASD, or an issue larger than just an expressive delay?  That has been my experience in PA, but I know that services can differ pretty widelt from state to state.

I really have no idea what is meant by an "educator," but I am very familiar with the services in specific parts of Fairfield County...they are excellent.  If you would like to PM me I would be happy to speak to you about them offline.
