I have been talking to mothers in my area. We live in rural northeast PA and are only offered a preschool that is with only other special needs children. Our Dr. wants intergrated, which NY state offers. My older son goes to NY State for Kindergarten due to his autism and no other programs here in our county. I have spoken with NY preschools and they said it has never been done to send out of state kids there. NY offers much more and I want my preschooler to get the best services, which we aren't getting here. How do we go about this? In PA, is a three year old under the school district yet or under the Intermediate Unit? Who do I talk to about going into NY?

I am in pa and i know in my county if you are approaching 3, I believe 80 days before 3rd birthday they will refer to intermediate unit on inititial or first evaluations.
