Purpose of a Special Instructer?? | Autism PDD

Abby's coordinator finally called me and said they found a special instructer to come out to Abby's daycare. We had Abby's IEP meeting at the end of June 2007. She is supposed to be getting, twice a week a speech therapist, twice a week a O.T. and twice a week a special instructer. It is now September and we are still waiting to receive these services. So I get a message from her coordinator on my voice mail that so far they only found her a Special Instructer. Shocker!! I don't know how it works anywhere else but, before Abby turned three she was with a whole different group and then she had to make a transition to the 3-5 year old services when she turned three. Abby was diagnosed before she was three and was not able to get a speech therapist then and instead sent a special instructer. Is there a shortage in speech thearapist everywhere or just here in Philadelphia? Does a special Instructer really have any purpose or make any difference?
