There are swim vests (on sale since its August) that have these little vertically oriented "pockets" that hold brick shaped flotation blocks.  You can get one on sale, pull out the blocks, and insert those little bean bag paper weights.

Our is a Speedo.

South Paw Enterprises, Abilitations, and SRA are all great companies.

You could also try making your own. You can use any vest you can find that fits your child. You can then either: put beans/rice/poly pellets into the pockets, and sew them shut, OR put beans/rice/poly pelets into small plastic bags, and sew small pieces of fabric onto the vest/over the bags to add weight.
