I don't know much about PA. I live in NY. I've noticed that there is a DIRECT correlation between good services and high taxes.  In NY, the Districts are generally small, so moving from one town to another can make a BIG difference. But the property taxes almost always are through the roof in towns with good schools (for both NT and IEP kids).  Of course, there are always exceptions, but excellent special ed service cost big bucks everywhere in the country.  So school districts that are poorer have poorer services, for the most part.  My guess is that moving to a university town might work since so many universities are working with autism now.   It's always good to be near that sort of resource.  There are plenty of expensive places in PA and my guess is that is where the services are going to be best.  But that won't fix your problem.We are hoping to relocate to western PA and I was wondering how the services were there?  We currently live in southern NJ and the move is optional?  Our services are great but it is very expensive here.
