I believe that the must have list is something like
(1) A person with signature authority - can spend the money usually a special ed admin type
(2) Special ed teachers teaching the child
(3) General ed teacher if Gen ed teaching is an issue - Like inclusion is in progress or might be.
(4) Specialists as required
(5) Parents.
However, missing staff is only considered an issue if you can show that some harm resulted. Since you are getting what you want, I do not think that is the case. And if you are getting what you want and they are willing to sign off on it, I definitely would not make an issue, they might not be so forth coming next time.
We had one IEP meeting where the presented an IEP that I requested
changes for. We are meeting again coming week and it looks like it is only
going to be me (Parent), ds's teacher, the principle (for part of meeting)
and the resource room teacher (writes IEP but no student involvement). I
thought that there had to be some special ed person as well or maybe
the school psychologist? If we are short the required people - should I
make that an issue ? I want to pick my battles carefully.
