I was recently told by the school physcologist that it can not be stated in my sons IEP that he will get 100 % of one on one for safety and communication reasons. because he had escaped from the preschool and made it into the parking lot before the teacher had gotten to him, and choking hazards from mouthing everything. I'd send a letter to whomever runs the preschool as well as to the District telling them that you hold them responsible, both individually and as an organization, for your son's total safety and that if one hair on his head is harmed through the fact that he does not have a one-on-one, you will hold the individually and collectively legally responsible for the harm done.  Send this express mail with signature to the responsible people.
