Could someone explain this to me. I am not sure what it is. What ages can use it that type of thing.

Part C is "Early On" for children birth to three. Part B is "Special Education" usually for children over three however there are some states where your child can qualify for part B from birth on. Theoretically, Part C should be individualized by the IFSP but Special Ed is usually better. Contact your states advocacy agency to see how your state works it.
And dont let them tell you that Part C is one size fits all. Its not.
