For a school district who does not offer a regular preschool does anyone have any suggestions as to how to advocate for an LRE full inclusion school at the IEP. . .

Section 300.550(b) General LRE Requirements. Each public agency shall ensure that (1) that to the maximum extent appropriate, children with disabilities including children in public or private institutions or other care facilities; are educated with children who are non-disabled; (2) that special classes, separate schooling or other removal of children with disabilities from the regular educational environment occur only if the nature or severity of the disability is such that education in regular classes with the use of supplementary aids and services cannot be achieved satisfactorily.

Both of my kids have the least restrictive environment in their IEP.  But they are also in special ed.  Gabe has just this year been mainstreamed.  He takes science twice a week in regular ed.  Jeffrey is being mainstreamed more this year.  He takes social studies in regular ed.  But both of my kids also have a behaviour modification plan in their IEP.

if the school does not have the appropriate services, they can either provide those through a private preschool or through another districts preschool

Depending on things, the school may be forced to pay for the private preschool as well as provide therapy services in that setting.

Arizona 's least restricted enviroment, might changed since my kids been in school,  but when mike went to school it was least structured also, other states where way ahead  Also look for more structured, they need structured envirorment some schools get this mix up!
